Principal Biographies

David I. Brandwein, Esq.

David Brandwein is a founding Principal and Environmental Counsel and has more than 25 years of environmental experience. He provides expertise in the areas of environmental due diligence, environmental compliance auditing, analysis of regulatory issues regarding air, water, waste and energy law, hazardous waste management, environmental permitting, and pre-policy environmental insurance reviews. He has completed assignments throughout North America as well as in Europe, Japan, and Mexico.

Mr. Brandwein received a B.S. degree in Chemical Engineering from Carnegie Mellon University and a law degree from the University of Connecticut School of Law. He is admitted to practice law in Connecticut, New York, and the District of Columbia and is a member of the bar association of those states plus New Jersey.

Mr. Brandwein also has prior experience as an attorney for the U.S. Environmental Protection Agency in Washington, D.C. He has served as Vice-Chairman of the ABA's Solid and Hazardous Waste Committee within its Natural Resources Section. He is a past Chairman of the Connecticut Bar Association's Environmental Law Section. He has also been an instrumental member of several key committees on both a state and national level dealing with Environmental Site Assessments. Since 1979, Mr. Brandwein has been appointed by Connecticut Department of Environmental Protection (CTDEP) Commissioners to serve on various CTDEP Advisory Committees.

Mr. Brandwein, recently achieved the designation of Certified Professional Environmental Auditor (CPEA) from the Board of Environmental, Health & Safety Auditor Certifications. Because of its rigorous standards, the CPEA designation demonstrates competence and represents the exceptional knowledge, skill, and understanding of highly effective and fully qualified environmental professionals.



Gordon T. Brookman, P.E., L.E.P., L.S.P.

Gordon Brookman, a founding Principal and President, is a senior environmental consultant with over 30 years of professional experience. As Principal Engineer (P.E.) he provides technical expertise in environmental auditing, hazardous waste management, environmental permitting, wastewater pollution control, site remediation, and environmental due diligence. He has conducted environmental audits and risk assessments at over 250 facilities in 23 states. He has been the project manager on major environmental investigation and remediation programs in Connecticut. He has also performed wastewater permitting and developed waste management programs for numerous independent power and waste-to-energy facilities. He has been an expert witness in numerous cases involving site investigation, site remediation, hazardous waste management, and wastewater permitting.

Mr. Brookman has conducted risk assessments of hundreds of facilities including many critical infrastructure facilities such as oil terminals and power plants. These risk assessments include performing a site walk-through and inspection, interviews with key facility personnel from plant managers to operations staff, thorough review of facility files related to the environmental assessment, and discussions with state, federal, and local regulatory entities.

Mr. Brookman holds a B.E. in Chemical Engineering from Pratt Institute, an M.S. in Chemical Engineering from the University of Connecticut, and an MBA from the University of Connecticut. In addition to being a Registered Professional Engineer (P.E.) in several states, he is also a Licensed Site Professional (L.S.P.) in Massachusetts and a Licensed Environmental Professional (L.E.P.) in Connecticut.

Mr. Brookman has received specialized training in the Risk Assessment Methodology for Water Utilities (RAM-WSM) and was in the first class offered subsequent to the “train-the-trainer” courses. This is the EPA-approved Sandia Laboratory-developed Vulnerability Assessment methodology.



Mitchell M. Wurmbrand, C.C.M.

Mitchell Wurmbrand, one of ERL's founding Principals, is responsible for providing technical and regulatory expertise in the design and management of environmental licensing activities. He plays a key role in developing permitting strategies and negotiating with regulatory agency staff on behalf of ERL's clients. Mr. Wurmbrand has been responsible for environmental permitting, air quality assessments, and expert testimony on behalf of many electric utility and merchant power projects over the past several years.

Mr. Wurmbrand holds a B.S. in Meteorology from the City College of New York and an M.S. in Meteorology from New York University. He is recognized by the American Meteorological Society as a Certified Consulting Meteorologist.

Mr. Wurmbrand regularly participates in the Connecticut State Implementation Plan Revision Advisory Committee, which offers peer review regarding air quality policies proposed by the Connecticut Department of Environmental Protection (CTDEP). He is also a member of Connecticut Business and Industry's (CBIA) Environmental Policies Council and has served on its Steering Committee. With respect to SIPRAC, Mr. Wurmbrand has worked on several subcommittees dealing with Title V, new source review and emission reduction credit trading.
