Air Emissions Audit and Permitting Assistance
Large Northeastern Public University
Pursuant to a Department of Environmental Protection (DEP) Consent Order (which followed a comprehensive DEP inspection), ERL performed Oversight and Semi-Annual RCRA Compliance Audits for this university. ERL prepared a detailed work plan and performed RCRA hazardous waste compliance audits of the approximately 400 laboratories on campus, as well as other areas, such as the "less than 90-day" hazardous waste storage area, motor vehicle pool, utility plant, physical plant, etc. The inspections focused on waste generation, accumulation and storage practices, and compliance with state and federal regulations. ERL communicated recommended corrections to appropriate university personnel with environmental responsibilities, and follow-up inspections were performed to confirm that recommended corrections have been made. Written compliance audit reports were required to be prepared and submitted to the DEP regulators. As a result of the audits and recommendations, the university's hazardous waste management practices have been vastly improved.
ERL also conducted a comprehensive air emissions audit at the campus and compiled a detailed facility emissions inventory. ERL then identified the facility's obligations under the EPA's Title V regulations and its compliance status with respect to all other air regulations. After preparation and submittal of the Title V application, ERL performed various other permitting activities to bring the campus into compliance with state air regulations.
Funding-Based Environmental Review

Environmental Compliance Assistance
Noted Private College in Connecticut
In 1992, this college had applied to the Connecticut Health and Education Facilities Authority (CHEFA) for funding. ERL was retained to review the overall environmental status of the facility. Due to the presence of a number of aging underground storage tanks, the college was required to evaluate the integrity of those tanks prior to closing. ERL completed a fast-track investigation of subsurface soil and groundwater conditions using its GeoProbe™ Subsurface Exploration System. In 1994, this facility again approached CHEFA, and retained ERL to prepare reports reflecting the current status of environmental issues on campus. At the conclusion of this effort, the college retained ERL to document its compliance with various post-closing environmental actions, plus provide assistance with wastewater permitting issues and underground storage tank removal. In subsequent years, ERL conducted update reviews and summaries for additional submittals both times the bulk of the work was conducted within about five days of authorization to proceed.
Routine Multimedia Environmental Compliance Audit
Private College
In response to a United States Environmental Protection Agency incentive to audit colleges and universities for compliance issues and potential violations, ERL performed a multimedia compliance audit of this private college in the northeast. ERL conducted a site visit, interviewed appropriate staff, and reviewed pertinent documentation, including wastewater discharge permits, underground storage tank information, hazardous waste manifests, and air emission inventories. ERL provided the college with a report summarizing the findings of the audit, including recommendations for improvements and suggested best management practices in order to maintain environmental compliance.
