Comprehensive Water Supply Plans
Four Southeastern Counties
Four southeastern counties are planning to contract for the development of comprehensive water supply plans. ERL is developing the water requirements for these counties considering population growth, industrial and commercial needs, and agricultural requirements. The plan will necessitate planning for water needs of the specified region through the year 2050. Information will also be obtained in order to prepare supply and conservation plans for distribution throughout the counties.
Environmental Compliance Over 10 Years

ERL has worked on projects for this regional company for nearly a decade. In 1991, ERL prepared a chlorine Emergency Response Plan (ERP) for each of the plants that store/use chlorine. These plans were updated to be incorporated into the Risk Management Program/Process Safety Management (RMP/PSM) documents; ERL completed combined OSHA PSM and EPA RMP plans and submittals for three of the authority's water treatment facilities in June of 1999 and assisted with the presentation of information at public meetings required by RMP regulations. ERL has also performed periodic aquatic toxicity testing and toxicity identification evaluations for several of the company's plant wastewater discharges. ERL conducted an air emissions evaluation and regulatory compliance audit of 18 facilities located throughout their service area. ERL's evaluation focused on determining the company's compliance status with respect to state and federal air pollution regulations. Subsequent to that audit, ERL prepared General Permit to Limit the Potential to Emit (GPLPE) registrations and NOX RACT compliance plans for submittal to the Department of Environmental Protection (DEP). ERL also provided an extensive set of recommendations designed to assist the company in the development and implementation of a strategy to attain and maintain air compliance. ERL also assisted the company in performing a full system-wide compliance, management system, and safety evaluation in order to develop future audit and compliance policies and procedures, including checklists, training, computerized recordkeeping, and tracking in order to maintain high levels of compliance regarding environmental, health and safety issues.
Risk Management Program - Plan Development and RMP Submittal Follow-On Activities
18 Water and Wastewater Treatment Plants
ERL assisted 18 water and/or wastewater treatment plants to prepare their RMP plans and submittals. All but three of the facilities fell into Program Level 3 of the RMP rule and thus, ERL also concurrently assisted these facilities with their OSHA Process Safety Management requirements as well. Additionally, ERL worked with facility staff at a number of the plants to prepare their required public meetings held to disseminate and discuss the potential off-site consequence of a chemical accident at the facilities. Some facilities also elected to have ERL assist with training facility staff and preparation of other facility pollution prevention plans. Note that the documents are intended to be kept on-site (not submitted to the EPA or OSHA) and used by the staff as working documents to minimize the potential for a chemical accidental release, or, should one occur, to mitigate the impacts of that accidental release. Because of the intent that the plans be living, useable documents, they must be "user-friendly" but complete, detailed, and accurate.
Environmental Due Diligence of Two Wastewater Treatment Plants
International Project Republic of Cape Verde
ERL was retained to evaluate two wastewater treatment plants on two islands in the Republic of Cape Verde because of the intent to privatize the government utility. The utility wanted an environmental evaluation of its wastewater treatment facilities and a list of improvements needed to meet World Bank Environmental Standards. ERL visited the wastewater treatment plants and evaluated their discharges and operational procedures, and subsequently made a number of recommendations to improve overall plant operations, reduce wastewater pollutants, establish better environmental standards, and improve operational records and information.
